This case study critically evaluates how New York City's response to the COVID-19 pandemic aligns with the principles of a smart city concept. As a continuation of an earlier study that concentrated on the initial phase of the pandemic, where urban responses were predominantly ad hoc, this research expands the analysis to encompass the entire duration of the pandemic. It assesses the city's strategic shifts and longer-term adaptations as it moves from immediate crisis management to more structured and sustainable recovery efforts. The research highlights the significant challenges and disparities encountered in urban governance, social equity, and sustainability. While New York City made notable progress in some areas, such as job recovery, the uneven nature of the recovery revealed persistent issues, particularly in addressing environmental justice and the digital divide. The study underscores the importance of resilience and effective management in navigating urban crises. It emphasises the need for a more comprehensive and inclusive approach to realise the smart city vision fully.
