Abstract

The multilateral trading system is experiencing a serious and long-lasting crisis, the manifestations of which are particularly evident in the WTO's model of operation and activity. For this reason, after the failure of the 11th WTO Ministerial Conference in 2017, an internal WTO debate on the potential reform of this international organization was launched. This article attempts to identify the most important elements of the current WTO modernization discourse and outline the perspectives of this process. In the methodological dimension, the study was based primarily on a critical analysis of WTO source documents as well as participant observation and direct interviews with participants of this work at the WTO. The obtained research results suggest that the WTO reform seems necessary to preserve the relevance of this organization in the institutional architecture of the global economy. However, the continuing deep polarization of positions between developed and developing countries may be a fundamental barrier to modernize this institution.(original abstract)
