Meeting Social Needs in Communes at Risk of Permanent Marginalisation – Possibilities and Results of the Study in Statistical Approach

Communes at risk of permanent marginalisation as a type of strategic intervention areas account for important units in the country’s regional policy and require monitoring problems of their development. One of such problems is insufficient level of satisfaction of social needs. The aim of the study is to determine the possibilities of conducting research on meeting social needs in communes at risk of permanent marginalisation, as well as to propose a method of measurement and identification of this phenomenon. Analyses for the years 2014-2022 proved that public statistics data resources enable research, including the taxonomic method. The standardized sums method was used, using zero unitarisation as a normalisation method. The research results indicated changes in the level of satisfaction of social needs in the surveyed communes, as well as its spatial diversity. It has been shown that the level of meeting social needs in most communes at risk of permanent marginalisation has improved.
