Abstract
Enterprise operation is a complex process based on the use of all available resources to achieve the intended goals. The most valuable are employees. Human capital at the company's disposal as a resource is not constant and requires constant attention. The process of acquiring new employees depends to a large extent on legal conditions (determination of boundary conditions), availability of human capital on local labor markets. Personnel policy is a specific socio-economic game in which, on the one hand, a company tries to meet the expectations of candidates for a vacancy, and on the other, tries to maintain a regime of employment and wages that guarantee maintaining its competitive advantage. The aim of the article is to present the links between the current situation on the local labour market and legal changes in the scope of formal requirements for candidates for positions directly related to the train operating on the example of PKP PLK SA Koleje in Wałbrzych.
